The EU offers subsidies to municipalities at risk of depopulation


The DUS 5000 PROGRAM offers grants to municipalities at risk of depopulation, promoting Sustainable Urban Development. Those towns with up to 5,000 inhabitants and those that are non-urban with up to 20,000 inhabitants, in which all their singular population entities are up to 5,000 inhabitants, will be able to access it. In order to receive the aid, they must start clean energy projects.

What projects are eligible for the grant?

Those plans that are presented until November 2022 will be allowed to access the subsidy. The projects that are eligible for this aid must be local ideas that seek to develop around clean energy. Some of the options may be the improvement of the energy efficiency of buildings and infrastructures, the deployment of renewable generation or the promotion of sustainable mobility. The execution of these plans must suppose a 100% climate contribution that reduces CO2 emissions.

The projects that want to participate in the subsidy must be included in these five measures:

  1. Reduction of demand and energy consumption in buildings and public infrastructures.
  2. Renewable electricity generation facilities for self-consumption.
  3. Installations of renewable thermal generation and heat and/or cold networks.

What percentage does the grant cover?

The aid would cover all the expenses necessary to start up the projects. This includes the execution, assembly, equipment, materials, services, reports, optional addresses, etc. The technical assistance received by the municipalities for the processing of aid, adaptation of ordinances or regulations, as well as VAT (when it is not recoverable) is also contemplated within the expenses.

The basic aid contemplated for all the projects will cover 85% of the eligible investment of the project. Even 100% can be achieved if the plan is considered as a "comprehensive project". In this case, compliance with high-performance energy requirements or combining several actions in the same project will be requested. It will be necessary to present a strategic plan that reports the impact of the project in the municipality.

In order to be eligible for the grant, projects must make a minimum investment of €40,000 per project and must not exceed €3,000,000.

Who can apply for the grant?

  • All public entities with scope of action in the municipalities with a demographic challenge City Councils, Provincial Councils, Island Councils, County Councils, Associations are included.
  • Any other local or supralocal entity, different from the above, legally constituted and endowed with its own legal personality.
  • Autonomous bodies and public entities dependent on or linked to local territorial entities. In this case, they must be in charge of the direct management of local public services and do not have to develop an economic activity that offers goods and/or services on the market.
  • Uniprovincial Autonomous Communities and the Foral de Navarra.

How many funds are allocated to each Autonomous Community?

The DUS 500 PROGRAM allocates 75,000,000 euros to Spain. The budget available to each autonomous community has been established using the 'European Recovery and Resilience Mechanism' as it is included in the 'Recovery, Transformation and Resilience Plan'.
